Main Site Privacy Notice
Scope and Application
This Privacy Notice applies to the official homepage of the Principality of Kaharagia at kaharagia.org and www.kaharagia.org.
It does not cover service-specific subdomains (such as ePortal, K-Connect, Honours, the Gazette, or Verification), each of which has its own Privacy Notice.
This Notice forms an integral part of, and shall be read in conjunction with, the Main Site Terms of Service.
Data Controller
The data controller is the Principality of Kaharagia, acting through the Office of Digital Government & Cybersecurity, Secretariat of State.
Nature and Purpose of the Site
The Main Site is the official informational homepage of the Principality. It hosts published content, programme information, reference material, and a public contact channel. It is not a transactional service and does not require registration to use.
Categories of Personal Data Processed
Browsing the Site
- IP address and approximate technical metadata of the device making the request (user agent, language)
- Pages requested and timestamps
- Referrer URL where transmitted by the browser
Contact Channel
- Identifying and contact information of the sender (name, email, and any other details voluntarily provided)
- Subject and content of the enquiry
- Submission timestamp
Cookie Consent State
- Where the Site uses a cookie consent banner, the User's consent state is stored on the device (typically as a cookie or in local storage) so that the banner is not shown repeatedly. The cookie consent state itself does not identify the User.
The Site does not request or process sensitive personal data through ordinary browsing or the contact channel. Users are asked not to submit unnecessary sensitive data through the contact form.
Cookies and Similar Technologies
The Main Site uses only the cookies and storage strictly necessary for its operation, including a cookie consent record where applicable. The Site does not embed third-party analytics, advertising, or social-media tracking.

Legal Basis for Processing
Performance of Public Administration Functions: operating the official informational homepage of the Principality.
Compliance with Legal Obligations: security logging, audit, and law enforcement cooperation.
Legitimate Interests: protecting the security and integrity of the Site, detecting abuse, and responding to public enquiries.
Purpose Limitation
Browsing logs are used only for security, abuse detection, and operational diagnostics. Contact-form data is used only to address the matter raised. The Site does not use any of this data for behavioural profiling, marketing, or any commercial purpose.
Data Retention
- Browsing logs are retained for the period necessary for security analysis and operational diagnostics, under standard rotation, and longer where required for an ongoing investigation.
- Contact-form submissions are retained only as long as necessary to address the matter raised, plus a reasonable retention period for audit and follow-up purposes.
- Cookie consent records persist on the User's device until cleared by the User or until the cookie expires.
Security Measures
The State implements reasonable technical and organisational measures, including:
- Encryption in transit using current TLS standards, with disk-level encryption of underlying storage
- Role-based access controls limiting backend access to authorised personnel
- Logging and audit of administrative access
- Rate limiting on the contact channel to deter abuse
Notwithstanding these measures, no system can be guaranteed to be absolutely secure.
Data Sharing and Disclosure
Personal data may be shared or disclosed in the following circumstances:
- Intra-governmental sharing between competent Kaharagian institutions where necessary for the handling of an enquiry or compliance with legal requirements
- Legal and regulatory requirements under Kaharagian law, judicial order, or lawful law enforcement request
The Site does not sell, rent, or trade personal data, and does not disclose contact-form data to third parties for their independent use.
International Hosting and Data Transfers
The Site is currently hosted on technical infrastructure located in the Federal Republic of Germany, with the associated domain registered through a registrar also based in the Federal Republic of Germany. Hosting and registrar arrangements may change over time as operational requirements evolve.
Such arrangements do not alter the governing law applicable to personal data, which remains subject exclusively to Kaharagian data protection law and sovereign jurisdiction.
The Site is intentionally available to Users worldwide. Browsing metadata of Users outside Kaharagia remains governed by Kaharagian law.
Rights of Data Subjects
Subject to applicable legal provisions, data subjects may:
- Request confirmation of whether personal data concerning them is being processed
- Access personal data held concerning them
- Request correction of inaccurate personal data
- Request deletion of personal data in limited circumstances

Children and Minors
The Site is not directed at children under the age of thirteen (13). We do not knowingly collect information from individuals under this age through the Site. The contact form should not be used by minors without the consent of a parent or guardian.
