Gazette Privacy Notice
Scope and Application
This Privacy Notice applies to the Royal Kaharagian Gazette at gazette.kaharagia.org.
The Gazette is a read-only publication. It does not require registration, does not provide a contact form, and processes the minimum personal data necessary to deliver its content securely. Personal data published in an Instrument (for example, the name of a Recipient of an honour, or a person named in a notice) is published as a matter of public record under Kaharagian law.
This Notice forms an integral part of, and shall be read in conjunction with, the Gazette Terms of Service.
Data Controller
The data controller is the Principality of Kaharagia, acting through its competent sovereign institutions. Day-to-day oversight is exercised by the Office of Digital Government & Cybersecurity, Secretariat of State.
Categories of Personal Data Processed
Browsing the Gazette
- IP address and approximate technical metadata of the device making the request
- Pages and Instruments requested and timestamps
- Referrer URL where transmitted by the browser
Personal Data Within Published Instruments
Where an Instrument names a person (for example, in a conferral of honours, an appointment, a vital records notice, or a regulatory notice), that person's name and the relevant facts as stated in the Instrument are published as a matter of public record. The Gazette does not redact, paraphrase, or reformat such content.
The publication of personal data within an Instrument is required by the constitutional function of the Gazette and by the legal regime governing the matter to which the Instrument relates. It is not subject to the ordinary right of erasure.
Legal Basis for Processing
Performance of Public Administration Functions: operating the publication of record.
Compliance with Legal Obligations: publishing matters required by Kaharagian law to be promulgated in the Gazette.
Legitimate Interests: protecting the security and integrity of the Gazette and detecting abuse.
Purpose Limitation
Browsing logs are used only for security, abuse detection, and operational diagnostics. Personal data within published Instruments is used only for the constitutional function of publication and for the long-term archival record.
Data Retention
- Browsing logs are retained under standard rotation, longer where required for an ongoing security investigation.
- Published Instruments are retained as part of the permanent record of the Principality and are not deleted.
Security Measures
- Encryption in transit using current TLS standards
- Disk-level encryption of underlying storage
- Restricted publication workflow with formal authorisation required to add to the record
- Logging and audit of administrative actions
No system can be guaranteed to be absolutely secure, but the integrity of the published record is treated as a matter of paramount public trust.
Data Sharing and Disclosure
Browsing data is not shared with third parties save where required by Kaharagian law. The published content of the Gazette is, by nature, freely accessible to the public.
International Hosting and Data Transfers
The Gazette is currently hosted on technical infrastructure located in the Federal Republic of Germany, with the associated domain registered through a registrar also based in the Federal Republic of Germany. Hosting and registrar arrangements may change over time as operational requirements evolve.
Such arrangements do not alter the governing law applicable to personal data, which remains subject exclusively to Kaharagian data protection law and sovereign jurisdiction.
Rights of Data Subjects
Subject to applicable legal provisions, data subjects may exercise the rights afforded by Kaharagian law in respect of browsing-log data.
In respect of personal data published within an Instrument, the right of erasure does not apply: such data is part of the permanent record of the Principality. Where an Instrument contains a factual error, a corrigendum may be issued by competent authority and is itself published in the Gazette.
