Gazette Terms of Service
Definitions and Interpretation
In these Terms of Service, unless the context otherwise requires:
- "Gazette" or "the Service" means the Royal Kaharagian Gazette, accessible at gazette.kaharagia.org, including all editions, supplements, indices, and associated channels.
- "Kaharagia" or "the State" means the Principality of Kaharagia, its sovereign institutions, and competent authorities acting under lawful mandate.
- "User" means any natural or legal person who accesses or uses the Gazette.
- "Instrument" means any decree, regulation, proclamation, notice, or other matter published in the Gazette.
- "Terms" means these Terms of Service, as amended from time to time.
Identity and Nature of the Service
The Royal Kaharagian Gazette is the official publication of record of the Principality of Kaharagia. It is the canonical source for the promulgation of laws, decrees, regulations, proclamations, official notices, conferral of honours, and other matters required by Kaharagian law to be published.
The Gazette is an instrument of sovereign publication. It is not a commercial service, news outlet, or general-purpose information site. Its function is constitutional and legal: publication in the Gazette is, in many cases, the act by which an Instrument takes legal effect.
Authoritative Status
The text of any Instrument as published in the Gazette is the authoritative text. In the event of any discrepancy between the Gazette and any other publication, summary, restatement, or unofficial reproduction (whether on Kaharagian sites or elsewhere), the Gazette prevails.
Citations of Kaharagian law for legal purposes should refer to the Gazette publication, by edition reference and page or instrument number where applicable.
Acceptance of Terms
By accessing or using the Gazette, you acknowledge that you have read, understood, and accept these Terms in their entirety.
Governing Law, Sovereignty, and Jurisdiction
Applicable Law
These Terms, the Gazette, and all matters arising from or relating to their interpretation, application, or use are governed exclusively and in all respects by the laws of the Principality of Kaharagia.
The Gazette itself, as the publication of record, is not subject to any foreign law, regulatory framework, or oversight regime, save where expressly and formally incorporated into Kaharagian law by competent sovereign authority.
Technical Hosting and Foreign Legal Assertions
The Gazette is technically hosted on infrastructure located in the Federal Republic of Germany, and the associated domain name is registered through a registrar situated in the Federal Republic of Germany. These technical and administrative arrangements:
- Do not constitute consent, submission, or subjection to German, European Union, or any other foreign jurisdiction;
- Do not create, confer, or imply any enforceable rights, claims, or causes of action under foreign law;
- Do not alter, diminish, or qualify the sovereign legal order of Kaharagia or its exclusive jurisdiction over the Gazette.
Permitted Use and Prohibited Conduct
Permitted Use
The Gazette may be read, cited, and reproduced for lawful purposes, including:
- Reading and consultation by any member of the public
- Citation in legal, academic, journalistic, or scholarly work
- Reproduction of an Instrument or excerpt thereof in accordance with the Crown Copyright policy
Prohibited Conduct
Users shall not:
- Alter, edit, or misrepresent the text of any Instrument as published in the Gazette;
- Hold out an altered or fabricated text as a Gazette publication;
- Use the Gazette layout, masthead, edition format, or seal to publish material that is not in fact a Gazette Instrument;
- Use automated systems to scrape the Gazette at scale without authorisation;
- Interfere with the operation, integrity, or availability of the Gazette;
- Use the Gazette for any purpose unlawful under Kaharagian law.
Misrepresentation of Gazette content or fabrication of Gazette publications may constitute an offence under Kaharagian law and may be referred for appropriate action.
Permanence and Archival
Instruments published in the Gazette are part of the permanent record of the Principality. The Gazette does not delete, retract, or modify published Instruments save where a corrigendum or subsequent Instrument requires it. Where a correction is made, the original publication is preserved alongside the corrigendum.
The Gazette may be re-paginated, re-typeset, or re-presented in different visual formats; such presentation changes do not alter the substantive text or its authoritative status.
Intellectual Property
The content of the Gazette is, unless otherwise indicated, Crown Copyright. The conditions for permitted reuse are set out in the Crown Copyright policy. Permission to use seals, arms, badges, and other royal symbols must be obtained from the Royal Chancellery.
Service Availability
The Gazette is provided on an "as is" and "as available" basis. The State endeavours to maintain continuous availability of the published archive but does not warrant uninterrupted or error-free operation.
Where the Gazette is temporarily unavailable, the legal effect of previously published Instruments is unaffected.
Limitation of Liability
To the fullest extent permitted by Kaharagian law, the State shall not be liable for any indirect, incidental, consequential, special, or punitive damages arising from access to or reliance upon the Gazette. The State does not guarantee that the digital presentation of the Gazette is identical in every typographic respect to any printed or archival version.
Data Protection and Privacy
The processing of personal data through the Gazette is governed by Kaharagian data protection law and by the Gazette Privacy Notice.
Institutional Authority and Non-Waiver
Nothing in these Terms shall be construed to limit, constrain, or fetter the sovereign authority of the Principality of Kaharagia or the constitutional function of the Gazette.

Amendment and Revision
These Terms may be amended at any time. Continued use of the Gazette following publication constitutes acceptance.
Severability
If any provision of these Terms is held to be invalid or unenforceable, that provision shall be limited or eliminated to the minimum extent necessary, and the remaining provisions shall continue in full force and effect.
